How to make a PDF from images
- Add up to 20 images — JPG, PNG, WebP, HEIC, AVIF, GIF, BMP, SVG, ICO or TIFF. They stay in your browser.
- Put them in order with the arrows (or Sort by name), then choose Fit to image for screen use or A4 / US Letter for a printable document.
- Click Create PDF and download the file — or send it to PDF to Image, or keep one PDF per image by turning off Combine.
JPG and PNG files are embedded exactly as they are, so nothing is re-compressed unless you turn on Reduce file size. HEIC, WebP, AVIF, GIF, BMP, SVG, ICO and TIFF are decoded first and stored as JPG (or PNG when transparent).

Are my images uploaded?
No. The PDF is written in your browser and the images never leave your device. Keep the tab open until you download or send the result — reloading clears the batch. Website hosting and performance measurement are described in our Privacy notice.
Which images can I use?
JPG, PNG, WebP, HEIC/HEIF (iPhone photos), AVIF, GIF, BMP, SVG, ICO and TIFF, up to 20 files, 20 MB each and 100 MB per batch, at most 40 megapixels each. Animated files contribute their first frame. PDFs are not accepted here — use PDF to Image for those.
Does converting lower the quality?
Not for JPG and PNG: their bytes are placed in the PDF unchanged. Other formats are decoded and stored as JPG at quality 92 (or lossless PNG when transparent), which is visually identical. Reduce file size is the only setting that trades quality for size, and it is off by default.
How do I keep the PDF small?
Turn on Reduce file size: every image becomes a JPG at quality 80 with the long side capped at 2480 pixels — about 300 dpi on A4 — which typically shrinks phone photos six to eight times. For an exact budget, compress the images first with a target size and send the results here.
What do Fit to image, A4 and US Letter mean?
Fit to image makes each page exactly the size of its image, so nothing is scaled or padded. A4 and US Letter make standard printable pages; each image is scaled to fit inside the margins and centred. Auto orientation turns wide images onto landscape pages.
Why did my sideways phone photo come out upright?
Phones store many photos rotated with an orientation flag. Toolkitta reads the flag and rotates those photos before placing them, so the PDF shows them the way your phone does. The file details say how many photos were rotated.
Is metadata copied into the PDF?
No. EXIF data such as camera settings and GPS location is not written into the document; only the picture is. The PDF's own properties list Toolkitta as the producer and the creation time.
How do I continue in another tool?
Use Send to under the finished PDF to open PDF to Image with it loaded, or start from the compressor, cropper or converter and use Send to → Image to PDF from their results.
