Image to PDF

Photos into a document. Combine JPG, PNG, WebP, HEIC, AVIF, GIF, BMP, SVG, ICO or TIFF images into one PDF, in the order you choose, with page size and margins — on your device.

No files uploaded to a server

Use the focused tool, then carry originals and current settings into the editor.

  • Drag photos into order
  • A4, Letter or fit to image
  • Rotate & delete
  • One PDF or one per file

JPGs are embedded without re-encoding when possible; supported static PNG pixels stay lossless with Reduce file size off. You can add PDFs too: their pages are copied in as they are.

About Batch and Interactive Editor

How to use Interactive Editor

  1. Choose Interactive Editor to open originals, or use Edit in editor to carry your current settings across.
  2. Edit supported text and images, add content, fill forms, place signatures or arrange pages. Undo and Redo let you try changes.
  3. Use Export to save a PDF, or save a project to keep the document editable.

Each mode retains its own session until reload. Batch keeps its settings and results when you switch modes. Nothing is saved automatically.

Some PDF content cannot be separated into editable objects. Those pages keep their original appearance as a page background; you can add content over them.

How it works

How to make a PDF from images

  1. Add up to 20 images — JPG, PNG, WebP, HEIC, AVIF, GIF, BMP, SVG, ICO or TIFF. They stay in your browser, and each one becomes a page.
  2. Drag the pages into order or use Files → Sort by name; rotate or delete any of them. Use + at a page edge to insert a blank page, photo or PDF. Choose Fit to image for screen use or a paper size such as A4, US Letter, A3, A5 or US Legal for a printable document.
  3. Keep One PDF or choose One PDF per file. Click Create PDF and download the file, or send it to Merge PDF, Compress PDF or PDF to Image.
Try the page sizes with a practice illustration

Download the original synthetic landscape PNG (1200 × 800 pixels), then add it above.

  1. Choose A4, Auto orientation and a Small margin (10 mm). Leave Reduce file size off and choose Create PDF. Check that the whole illustration is centred on one landscape sheet inside the margins.
  2. Choose Fit to image, set margins to None and save again. This page should follow the illustration’s 3:2 shape, without the A4 white border.

The image is fitted, not cropped. To change its composition, crop the image before adding it. Compare the downloaded PDF’s size and appearance before using your own files.

Frequently asked questions

Useful details

8 answers
Are my images uploaded?

No. The PDF is written in your browser and the images never leave your device. Keep the tab open until you download or send the result — reloading clears the batch. Website hosting and performance measurement are described in our Privacy notice.

Which images can I use?

JPG, PNG, WebP, HEIC/HEIF (iPhone photos), AVIF, GIF, BMP, SVG, ICO and TIFF, up to 20 files, 20 MB each and 100 MB per batch, at most 40 megapixels each. Animated files contribute their first frame; supported multi-page TIFFs add separate pages, each counting as a file. BigTIFF or damaged page chains may fall back to the first page; check the added thumbnails. PDFs up to 50 MB each can share the same workspace, within 20 files and 200 MB combined; their pages are copied in unchanged. To render PDF pages as pictures, use PDF to Image.

Does converting lower the quality?

JPGs are embedded without re-encoding when possible; supported static PNG pixels are lossless with Reduce file size off. JPGs needing orientation correction, animated inputs and other formats are re-encoded as JPG at quality 92 or PNG when transparent. Lossy encoding can change detail. Reduce file size uses JPG quality 80 and may resize images; it is off by default.

How do I keep the PDF small?

For an upload limit, add Compress from the Also row and choose Target size, such as 1 MB: compression runs in the same save; check the actual size because a target can be missed. Reduce file size (under Page size) is a quick alternative that re-encodes photos as JPG 80 with the long side capped at 2480 pixels. Savings vary by image, so check the size shown under File details.

What do Fit to image and the paper sizes mean?

Fit to image follows each image’s shape, normally at one point per pixel; very long images are scaled to the PDF page-size limit. Margins add padding when selected. A4, A3, A5, US Letter and US Legal make standard printable pages; each image is scaled to fit inside the margins and centred. Auto orientation turns wide images onto landscape pages.

Why did my sideways phone photo come out upright?

Phones store many photos rotated with an orientation flag. Toolkitta reads the flag and rotates those photos before placing them, so the PDF shows them the way your phone does. The file details say how many photos were rotated.

Is metadata copied into the PDF?

Unchanged JPGs can retain EXIF data, including location, inside the PDF. This is not a metadata-removal tool. Re-encoded images are rebuilt from pixels, but do not assume every input is re-encoded. The PDF's own properties list Toolkitta as the producer and the creation time.

How do I continue in another tool?

Use Send to under the finished PDF to open Merge PDF, Compress PDF or PDF to Image with it loaded, or start from the compressor, cropper or converter and use Send to → Image to PDF from their results.
